Simply creating a pseudocode with this basis

I'm a newbie and trying to create C code. I have this to work with but I'm having trouble getting started. Could someone step me in the right direction. I'm thinking about making a pseudocode using If statements, a function or two, and an array, but don't know how to start. Thanks if ANY input is given.

Design a program that will allow a user to Input a list of your family members along with their age and state where they reside. Determine and print the average age of your family and print the names of anyone who lives in Texas.
